Strike and Dialogue Converge Before World Cup
Can a nationwide teacher strike coexist with Mexico hosting the World Cup in ten days? The National Coordination of Education Workers (CNTE) launched a national strike Monday with a massive march from the Angel of Independence to the Zócalo, even as the National Palace opened dialogue channels.
President Claudia Sheinbaum signaled willingness to address CNTE demands during her morning press conference, but cautioned about budget limits. Interior Secretary Rosa Icela Rodríguez confirmed negotiating tables would operate throughout the week to tackle 79 points from Oaxaca's Section 22, plus nationwide demands: repeal of the 2007 ISSSTE law and review of the USICAMM hiring system. The government aims to reach agreements before June 11, when the World Cup kicks off.
Timing Creates Diplomatic Challenge
The march departed at 9:00 a.m. and moved down Paseo de la Reforma. According to El Imparcial, the Interior Ministry anticipates protests could coincide with World Cup venues in Mexico City, Guadalajara, and Monterrey. Rodríguez was blunt about the worry: "What concerns us is the impact on third parties."
The CNTE arrived at the National Palace midday to begin the first round of talks.
Government Gamble on Dialogue
Sheinbaum's bet is managing the conflict through negotiation rather than militarization, a departure from previous administrations. The pivotal moment arrives June 5, when officials evaluate whether talks are progressing or if the CNTE escalates the strike heading into the tournament's opening whistle.
